Ukraine Real Estate Report Q1 2010

Although there have been some signs of the real estate sector stabilising, the wider economic crisis could be made worse by potential turmoil surrounding the impending presidential election.
While MPs have hitherto managed to pass key pieces of economic legislation (most notably bankingsector reform passed in late July), the broader policy-formation process has all but come to a complete stop. It is increasingly apparent that one of the only issues the Verkhovna Rada (VR) parliament can agree upon is its opposition to President Viktor Yushchenko. The IMF's recent decision to suspend cooperation with the government until after the completion of 2010's presidential elections underscored the effects of such infighting on investor confidence in the wider economy.
A recent data release from the State Statistics Committee designed to approximate GDP output shows Ukraine's economy contracting by 18% y-o-y in real terms in Q209, slightly better than the 20.3% fall recorded in the first quarter of the year. Although Ukraine's export sector looks set to rebound in H2 along with the tentative recovery in external demand across the globe, we caution that private consumption will nevertheless remain subdued, thus constraining the economy's ability to avert a protracted downturn.
Credit will remain very tight. Ukraine's banking sector remains the least stable in emerging Europe. We project overall banking-sector assets to contract by 5.0% this year, and stress that a significant proportion of banks will be forced to engage in some form of debt restructuring as they attempt to maintain operations throughout the ongoing macroeconomic crisis.
In these circumstances, it is unsurprising that the real estate sector is struggling. An enormous reversal occurred in the real estate market between the first and second halves of 2008, going from boom conditions to a severe downturn. Developers have largely frozen new projects given the acute shortage of credit, while office tenants are downsizing and aggressively renegotiating their rents. Residential property has been hit even harder, especially after the dramatic growth in the residential property sector, where price increases were of the order of 550% from 2002 to 2007.

Kiev realtors have summarized the results of the year

Over the period from January to December last year, housing in the Ukrainian capital has fallen depreciated by 20.1%.
As of December, 25 average prices for housing in Kiev have amounted to $1,962.1 per a sq. m. In the central part of the city, prices have worked out $3,009.2 per a sq. m. - a 24.4% decrease in comparison to the end of December 2008.
If compared with 2008 peaks the decline amounts to 44.2%, according to a report by the Union of Real Estate Specialists of Ukraine.
The indicator’s lowest point has been reached in March 2009, after that, local house prices have been growing consistently till August. The increase during this period has amounted to 11%. However, after September the figure has once again started showing negative dynamics.
